Historic Public Address

As a native New Yorker, I though I would employ something I’m so used to seeing everyday at home. I never realize this is a form of public address.
The public awareness campaign comes from the anti-terrorism program that came to fruition after 9/11 in New York city.
It was meant to inspire people to report things they thought were suspicious or potentially harmful.
I want to change the meaning of the piece.
I want it to be an art awareness piece.
